What this module established
Everything with a writable rule belongs in the flow, along with every action - because what is in the flow can be proven and what is inside an agent can only be measured. Moving a step into the flow moves its claim across that line, which is the concrete payoff.
Carry forward
- An ambiguous routing case argues for an explicit tie-break, not for a model. A rule you can read beats a decision you cannot inspect.
- Fingerprint runs including prompt, policy, model and flow versions. Same fingerprint with different behaviour localises the problem immediately.
