What this module established

Everything with a writable rule belongs in the flow, along with every action - because what is in the flow can be proven and what is inside an agent can only be measured. Moving a step into the flow moves its claim across that line, which is the concrete payoff.

Carry forward

• An ambiguous routing case argues for an explicit tie-break, not for a model. A rule you can read beats a decision you cannot inspect.
• Fingerprint runs including prompt, policy, model and flow versions. Same fingerprint with different behaviour localises the problem immediately.
• kickoff() prints large banners - redirect stdout if anything parses the output.

Before moving on

Move on when your claims table separates proven from measured, and you have moved at least one claim across by moving a step into the flow.
